I'm familiar with this problem for a long time, as it has been existing for years. Through my own research, I wasn't able to find any effective solutions.
I've been playing Minecraft for several months with the same configurations, using the updated SEUS shader.
I haven't adjusted any Minecraft settings, whether on PC, Windows, or BIOS.
Last time I launched Minecraft (without making any changes) I noticed my FPS dropped significantly.
Typically, with a GeForce GTX 1080 Ti running at "ULTRA/MAX" settings and a high-end PC, I expect 70–165 FPS.
Now it's only 20–60 FPS.
I have completely wiped and reinstalled Minecraft and Java from scratch, without making any modifications.
The power plan in Windows is set to "Power Saving Off," while performance mode is active.
I also used the Display Driver Uninstaller in save mode and reinstalled the latest NVIDIA GPU driver.
Inside the Minecraft launcher, I checked the advanced options: -Xmx2G was adjusted to -Xmx4G (believing it affects RAM), but no improvement was seen. (I have a 32 GB dual-core system.)
In the registry, I prioritized the Java process that runs Minecraft.
Vsync is disabled, and I don’t know if I’m using integrated graphics—no ofcourse not.
I have no idea why the GPU load suddenly stopped reaching its maximum during gameplay, despite no changes.
My GPU has a temperature cap of 84°C, which was consistently at full capacity while playing Minecraft.
Now it’s around 60–78°C, and it’s not utilizing its full potential:

Given all this, I would really appreciate it if someone here could help me resolve this issue.

The Windows installer, update service, and update scheduler are all disabled on my system. I manually downloaded all recent updates before turning them off, so you might be referring to one of those updates. When I opened the programs and features, clicking on update history showed "No updates have been installed," but that was incorrect. Thanks for your help.

Similar issue here,
Ryzen 5 2600
32GB 2933 (used 8gb for Minecraft)
Radeon 5700XT
For six months (before installing the 32gb memory, which also didn’t help with the previous 16gb 2933), everything ran fine,
now I removed Minecraft and updated my GPU drivers, and I’m running it vanilla without any resource packs (never used mods),
and still I maintain up to 80 fps but when I start moving it drops to 30-50...
On a new world! On my old one which worked half a year ago with IDK locked at 120 fps now I only get 30-50

I don't think they're turned off; in fact, I've disabled updates because I changed Windows. Knowing Microsoft can always use a backdoor to re-enable them.

Removed java and minecraft completely, then reinstalled via the NVIDIA control panel which deleted the minecraft executable and replaced it with javaw.exe. This setup runs minecraft, and after adding it to the NVIDIA panel, the GPU is now consuming 99% of power again.
