The Core i5-7400 has a 65W power consumption rating. At maximum usage, XTU reports only 17W. Verify your CPU is operating at 3.0 GHz under load. Enable the CPU frequency monitoring in XTU or run CPU-Z. Confirm there’s no power limit restriction. HWiNFO lists possible causes for throttling. Your processor may be working at full capacity if it isn’t running at its maximum rated speed.
