Quick Questioners: I Own an i5-7400 with 3GHz stock, 3.5GHz boost, 4 cores and 4 threads. After refurbishing a second-hand PC, it runs smoothly except for one issue. The CPU stays at full speed even when playing Minecraft on the lowest setting. Is this a defective chip or just a slow one? I've never experienced such sluggish performance during gaming. On the positive side, it doesn't overheat—never exceeding 50°C even at maximum load. However, it still feels quite poor. Also worth mentioning is that the previous owner never cleaned it, and I removed a thick layer of dust from the cooler when I cleaned it. Could heat damage have occurred? It was extremely bad, much worse than the time Linus did that PC cleaning video years ago. I had to wear a mask just to open it.

Check where your monitor is connected—GPU or motherboard. Can I see a picture of your case inside? How are the temperatures looking? Which drivers are currently installed?
I needed to remove the 1060 but temperatures stayed under limits. Recent updates for both Windows and Nvidia.
