For a budget gaming setup, I chose a used board and found an H61 for 45 and a Xeon 1230 v2 for 80 dollars. I'm checking if the BIOS of my MSI H61 supports overclocking. Yes, I know Xeons can be overclocked to some degree. I'm aiming to align the frequency with the 1270 v2, which has a base clock of 3.5 GHz, and the 1230. Anyone have any advice? Can I increase the speed of my 1230 v2 by 200 MHz on an MSI H61 or should I skip this?
It seems you're likely wasting your time, but there were some H61 boards with BCLK overclocking capabilities. However, without knowing the exact model, it's hard to say for sure.
The variation in clock speed probably isn't worth it, and you risk affecting other components negatively.

The difference in clock speed is probably not worth it though and you stand a good chance of causing OTHER components to not run correctly.
