Consider switching to an affordable SATA SSD from Amazon. I faced the same issue, using just 15% of my HDD. A good investment.

End the operation instantly—it works this way (this is how I stop that unnecessary process from using too much CPU or storage).

Only if a trigger is set to restart it, which hasn't occurred since I forced it out of Task Manager.

If needed, you may "pause" the process via Resource Monitor instead of terminating it. This will halt its activity until you let it continue or restart the system.
