That'll happen in the 7800x3D. Whenever I run a 8+0 configuration on my 7950x3D, the maximum and average clocks are lower. More loading on that CCD will do that, where the full 16c configuration will unpark and offload some processes to CCD1 which'll go as high as 5.9GHz on my setup. If you're running stock and getting basically 18k cinebench, I wouldn't worry about it. I'd attempt to dial in PBO2 to see what happens, but don't expect to get all core 5.05GHz or have cores just sitting at 5.05GHz the whole time. Its really more of a 4.7-4.9GHz chip with occasional boosts to 5.05GHz (for the 7800x3D that is).
