The budget isn’t a big concern since prices vary and some components aren’t in stock locally.
I received an offer from the store, and I’d appreciate your thoughts on it:
CPU choices include Intel Core i5 14600KF / 1700 Tray, AMD Ryzen 7 7800X3D, or i7 13700k.
CPU cooler suggestion is to skip it and use CPU Cooling Shadow Rock 3.
Motherboard options are Gigabyte B760M GAMING X DDR4 or Asus B650-A.
Memory will be Corsair Corsair DDR5 32G (2x16G) 6000 CL36 Vengeance White.
Case recommendation is to skip it and use Case PURE BASE 500 Black.
PSU should be CoolerMaster MWE GOLD 750W - V2 Full Modular.
GPU options are Gigabyte GeForce RTX 4070 (DLSS 3) GV-N4070WF3OC-12GD or RX 7800.
SSD to consider is Gigabyte SSD 2.0TB AORUS 5000E M.2 2280 NVMe.
I chose to invest more in the CPU, so I narrowed down to these selections based on your advice.
Regarding the motherboard, the Z690 isn’t available here, so alternatives are available.

I'd prefer a superior CPU cooler for those components. Check out the be quiet! Dark Rock elite or pro 4/5.

I have no choice but to order from Newegg since it doesn't deliver to my country. I plan to go with the 7800x3d and the Rtx 4070. Could you suggest a suitable motherboard from amazon if it's b650? If it is, what type would be best? Also, are there noticeable performance differences between various rtx 4070 models? For instance, should I opt for the Gigabyte Windforce or consider the Eagle or Gaming versions?

I would likely decide to go with this one just for the black/white look. I already own two ASRock Steel Legend boards and have no issues with them.
Another RTX4070 model is quite power-efficient compared to the 4070Ti and 4080, yet they usually share the same cooler. Therefore, most are significantly overbuilt for their purpose. Just choose the cheapest or the one that suits your style.
