Considering the upgrade from GTX 1070 to RTX 4060, playing at 1080p, it’s good to check if your system will handle the change smoothly.

What titles are you considering? This matters a lot—it can affect performance significantly. A bottleneck will appear when you run CPU-heavy games such as Fortnite or Counter-Strike 2 (or most other first-person shooters). A major bottleneck emerges with Cities Skylines 2 or similar, while you’ll have minimal issues in Cyberpunk 2077 and other titles featuring ray tracing and high graphics. If you can afford it, upgrade to an R5 5600; your motherboard should likely handle it with a BIOS update, making your PC more balanced overall.

Consider using a different GPU since the 4060 offers poor performance for its price. The RX 6700 and 6700 XT are noticeably faster and generally more affordable. Could you share your PSU model and type?

The games you referenced from cities 2 are poorly constructed and lack polish, making esports titles run at extremely high frame rates—certainly a 5600 will handle it, though a 500Hz screen won’t make a difference. In reality, technically higher specs like a 7800 or 14900 won’t overcome the limitations of lower-end hardware, especially at lower resolutions. For cities, the game was developed with a focus on tight controls and low FPS targets, not smooth performance. That’s a design choice that won’t change much in practice. Overall, it seems the project is unlikely to be improved significantly, as performance issues are common in paradox-style games.

^^^ and thats comparing to a new 6700xt which you still shouldnt buy anyways since new last gen is stupid unless it comes with a game or 2 for the price of a 4060 you can get a used 6800(xt) or a used 3080 depending on luck, also helps that you can haggle down prices abit on the used market the 4060 performs worse than a 3060ti and the 6800xt is about on par with the rtx 3080 or rtx 4070 if you want some reference for performance as for your ryzen 3600 if its an earlier chip then you can only expect around 4.3-4.4ghz out of it at reasonable volts (1.3-1.35v and thats already in diminishing returns) but later ones should be capable of 4.5-4.6ghz
