It makes sense to just enable MCE since that's its main purpose. You'll notice the temperatures mirroring Nvidia's stock performance after the 4060Ti drop, which should be interesting.

I activated it at 110 watts and 80°C continuously during testing. Is it possible for it to cause damage below 65 watts and 60°C?

I suggest starting at about 4.0 GHz with auto voltage and gradually increasing in small steps until temperatures reach the 80s during stress tests. Your current readings show 80 degrees at 4.0 GHz and 110W, which is a bit high given the i7 9700's TDP of 65W. Aiming for 80-95W during testing would be more realistic. Temperatures below 100 degrees are safe, but keeping them in the 80s is ideal for longevity. The video demonstrates performance at 4.5 GHz with 152W output and a 90-degree angle. You should reduce the setting. Repeat the same test by manually adjusting the CPU to 4.1 GHz and capture the same video result.
