You'll probably need a new GPU and likely a CPU upgrade. The Cyberpunk recommended specs include an i5-4670k, similar to the 4790k. If you're looking to purchase used, consider checking eBay after the RTX 3000 series is announced. Some cards in the 980ti range were available at a discount when the 10 series was revealed. The Ryzen 4000 series is expected around October or November. While CPU improvements won't be huge, it's worth noting.

It’s probably best to replace everything. My 4670K running at 4.2GHz has worked well, but I haven’t pushed it beyond GTA V and F1 2018. It was paired with a GTX970 that only reached about 60fps at 1920x1200, so for newer titles you’d need a fresh CPU and GPU. Since my Haswell board uses DDR3 memory, this means a full overhaul is necessary. In short, Red Dead Redemption 2 isn’t feasible with these specs. You should aim for at least eight threads—Ryzen 5 or a 10th Gen Core i5 would be a solid choice for long-term performance.
