I have an ASUS ROG X99 gaming motherboard with an i7 6800K processor. My sister gave it to me, saying it just turned off while using it and isn’t powering on anymore. It lights up, switches off instantly, then tries again endlessly. I’ve tried BIOS flashback, external USB, CMOS reset, and even removed the CPU and BIOS chip, but the issue persists. The RAM works fine. Do anyone have the BIOS chip diagram or advice on testing it with a voltage meter?

X99 tends to have a really destructive pattern. You’ll likely need a new motherboard to see what happens. It’s possible he didn’t experience a BIOS flashback, but that’s not certain.

You might find another bios chip on eBay, but it's unlikely to solve your problem.

I found the button and reviewed the instructions. The flashing continued during BIOS flashback and kept loading for days. I believe the issue is with the BIOS chip.

That's not helpful since affordable USB BIOS programmers like the ch341a exist. BIOS chips are misleading, so you should reprogram it yourself using a budget-friendly tool. Also, try soaking or spraying everything that has a slot or socket—use 99% IPA to confirm it's clean. Just remove the heat sinks and take out the CMOS, shortening it for a minimum of two repairs. You can also dunk it in water, fully discharge the board, and soak it for an hour or two. An ultrasonic cleaner or dishwasher might work, though I’m unsure about the dishwasher method. If you try these steps, this has worked before even with my 99% IPA cleaning approach.
