For a tight budget, buying new is fine. Otherwise, you'll find better value CPUs without much extra cost, and used options are available (like an R5 3600 for $60-70 on eBay).

3600 supports PCI 4, while 4500 uses PCI 3. I believe the 3600 offers better performance.
