Hey, I saw the same issue with my old GTX 770 too, but now I have a GTX 1070. Whenever I use my memory OC (+300 / stable), the screen flickers or shows strange lines for a second or less. It only happens when I click apply, and games and benchmarks run smoothly afterward. It doesn’t always occur, but it does sometimes. Is this something typical? I’m overclocking with MSI Afterburner.

It's a minor adjustment from the first modification to the increased or decreased clock, and that's perfectly normal
