The system requirements suggest using a 9590 at 5.1 GHz for AMD. I have an FX 8350 and intend to install a liquid cooler, wondering if it would perform similarly. I’m not keen on swapping the processor since I’m very satisfied with it.

It varies with your graphics card, but your CPU seems to be working well. I'm running Fallout 4 on an E8400 Core 2 Duo and everything is fine.

Certainly. Even when priced at stock, there will still be sufficient value. The specified requirements should be considered with a bit of caution.
