You misunderstand what this guy want to say. Of course you can DOWNLOAD Windows, but he mean some illegal cracked/preactivated version of course. Using cracked version is the same as using unregistered version - read EULA. You CANNOT use legally Win10 without activation. Of course - system works (the same as pirated system works), but that doesn't mean it's legal. Downloading is legal, installing without key is legal, using is NOT.
