I'm curious about whether I can boost the Q9550 using the tape modulator, since I want the highest performance. The motherboard model is HP 3647H. Does this method work?

Only a few chipsets could handle the faster 400fsb required for it. X38 and x48 were never used in small office computers like that one. The tape mod compatible with it is the E7500 2 core to 3.66GHz. Combined with an SSD, you'd have a fast web browser.
