If the building is vacant, shouldn’t the call be stopped? I believe it’s wise to check with the nearby residents, not just about the internet, but also regarding noise and other concerns.

I support checking with the neighbors. If the internet goes down occasionally, it won’t stand out during a short 5-minute test, but they can inform you about potential issues.
