I dont know if it's a common issue, but I was having poor performance in Fallout 4 so I investigated and found that a group of processes Under: Service Host:Local Systems was using 30 to 40% of my cpu (I5 4670k) permanently. I did the obvious, rebooting, virus scan, etc. but nothing changed that, within a few minutes, it was back to 30%. After disabling each service related to processes under that category one by one I finally found the culprit, Windows Update. So basically if you use Windows 10 you might want to check it out. Also it has the advantage of not forcing updates on you anymore. On Windows 10 pro at least you can disable the service, I dont know about the home edition.
Interesting, I'm running the home version and seeing about 3% CPU usage.
