Have you made changes to the BIOS? The recent AGESA 1404 update includes several performance improvements.
PBO can be a bit over the top. You'll notice temperatures spike significantly. That's what I've observed with the 3950X. Probably due to its high density. Manual OC performs better, and even leaving it in auto mode is fine. PB2 is AMD's version of their "Turbo Boost" – it appears to be more temperature-dependent than Intel's Turbo Boost.
Certainly, please note that the bios from the factory were quite damaged and only partially functional.
