I own an MSI x299 SLI plus board, equipped with a 9820x and powered by an evga 1300G2 PSU. I recently added an Oculus Quest 2 to test the system and experience firsthand before installing an index USB 2.0. The ports are functioning as expected (four USB 3.0 ports), but USB 3.0 ports only deliver 0.5A–0.7A, whereas USB 3.1v2 (10GB) ports supply 1.7A yet still appear as a 2.0 device when connected. I have one Type A and one Type C port. I bought a USB 3.2 PCIe dual type C card, but the same USB 2.0 issues persist. When downloading drivers from MSI or Intel, they come as installers rather than .inf files, making it unclear how to proceed. In BIOS I see Thunderbolt settings available, but no speed restrictions are applied. I’ve experimented with Thunderbolt toggling on and off. while extracting from Intel or MSI there’s no .inf file, the 3.1v2 ports deliver full power at 2A but appear as USB2.0 only when plugged in. The 3.0 ports offer 3.0 speeds yet cap at just 0.7A, which is problematic because I have to choose between speed or power—especially with devices like a Thunderbolt dock. Or anything external such as Type-C NVMe drives, CDs, or other data/power needs. I’m unsure how else to describe this issue. Windows doesn’t allow me to modify driver files, and all my ports seem to underperform. I even bought a dual Type C 3.2 PCIe card but it still only supports 2.0 speeds.
