I own an i5 9400f Asus B365M motherboard with Corsair Vengeance 8x2GB 2400MHz dual channel PSU, a RTX 2060 gaming graphics card, an HP 22es 60Hz monitor (1920x1080), and a 1TB WD Blue SSD. I’m facing stuttering and screen tears in most games when VSync is off. Temperatures are normal and drivers are up to date. I replaced everything onto a new SSD that I previously had. Since I couldn’t purchase an SSD due to store closures, the issue might improve with a 144Hz 1080p monitor.

Tearing happens when VSync is disabled and your frame rate exceeds 60 FPS. Adjust VSync to be active.

Because you're using a NVidia card, I recommend a Gsync-supported monitor. Turning off Vsync and maintaining an FPS of 30 to 144 should eliminate any game-induced stuttering.
