GPU performance is quite limited. 970 represents a minimum threshold.
In theory, it's possible. But you'd need a stronger GPU first—Oculus requires a minimum of a GTX970.
It's a DK2 model with a much lower resolution, but I used a 770 and it worked fine in Ultra mode.
The difference between 960x1080 and 1200x1080 isn't huge. "No problems" means it functions well for you, or it meets the recommended frame rates. Also... 770 offers roughly 5-15% stock improvement compared to 960, and about 0-5% faster overclocking to overclocking.
You're able to play Oculus Rift games, or game development projects, because many aren't too demanding and a lot are independent.
