I have a Microsoft .NET Framework 4.5.2 offline version for Windows 7/8, but I needed a new copy for Windows 10. The link points to a Microsoft .NET Framework 4.6 Targeting Pack and Language Packs for several Windows versions. Does "Targeting pack" refer to a specific version or configuration? Is this different from the regular .NET Framework? You can download it if you want for your fresh Windows 10 installation.

It is a tool for Visual Studio used to build apps. To use programs built with .NET 4.6, you must install the redistributable. It comes pre-installed in Windows 10, so no extra steps are needed. I also recommend turning on .NET 3.5. Find Windows Features via the search bar, select it, and check the box for .NET framework 3.5. The required files will be fetched automatically from Windows Update.
