Which option sounds more attractive to you... a functional CPU with good performance or a water-cooled setup (which might not work)? To be clear, you're discussing the main component of your PC's operation—thermal management—and you're considering a DIY solution using a home-built rig. Also, you're concerned about water damage, since even a single drop could harm your components. So, either go with proper water cooling or skip it entirely!

Submersible pumps typically lack an intake pipe, so they rely on a grate over an impeller. It's unclear how this setup functions. What is the intended function?

this guy with his fish tank pump, I think I can tell it might be working. But I'm pretty sure you'd end up with a lot of air bubbles like that.

Which processor will you be cooling? You're about to make me cry if you mention an i7 7700k.

Also if you're building a custom liquid cooling loop, it's best not to cut corners on your components. I spent over $700 on the first setup and keep adding new parts while phasing out old ones. The heat sink you picked might not fit the right brackets, which could cause leaks and damage your system. The radiator and fan you chose seem to be doing a poor job cooling. For just $8, I'd be worried about reliability—on one radiator I spent $110 without a fan, which is a huge deal. At $25 per fan, it's clear you saved money by changing setups frequently, but I'm concerned about the quality of the cooling performance.

Will this be feasible? The overall cost should be approximately 40$. No.

Which option sounds more attractive to you... a functional CPU with good performance or a water-cooled setup (which might not work)? To be clear, you're referring to a key component of your PC's cooling system, and you're considering a DIY solution using a home-built rig. For another point, you mention water, emphasizing that even a single drop could damage your board or CPU. So, essentially, you're weighing either proper water cooling or skipping it altogether!
