I possess the newest network adapters and demonstrate that my connection can reach up to 1Gbps (illustrated in the photo). Our ISP representative visited about three months ago and confirmed that the Cat6 cable I’m using delivers the advertised 200mbps. Previously, I achieved that speed, but after replacing my motherboard and processor, I’ve updated all the necessary chipset and network drivers as shown. Am I experiencing throttling or is the '1Gbps' in the picture accurate?

Are there additional gadgets available for testing? How does fast.com (Netflix’s speed test) display your connection performance?

My phone is showing 50mbps speed. I plan to restart the router after my brother finishes his game. His online activity shouldn’t impact my connection thanks to our router setup and the service plan we have, even though we’re paying for it.

It's approximately 60/10, a typical package. Consider restarting the modem rather than the router and observe. If the issue persists at around 60, verify your account balance to ensure it hasn't dropped to 200.

Verify performance on both devices. Restart the router and attempt once more. Should this not resolve the issue, reach out to your service provider.

Are these speed measurements coming from Ookla to a server managed by your ISP? If not, have you verified if your provider offers a Speedtest service? The device you received likely includes a 1Gbit port; I've noticed many people upgrade their plans to higher speeds while retaining outdated routers with slower WAN ports. Also remember, 200Mbps is the target rate, but it's not always assured. Typical residential consumer plans usually deliver around 2.5Mbps.
