I recently purchased an i7 9700K while my previous CPU was an i5 9600. During startup, I can reach the BIOS but after that it freezes. Swapping the RAM helped everything function properly. My motherboard is a Z370e from ASUS and I have a 750-watt power supply.

So is that cable a switch at the end? The jumpers should be "open" for normal operation. So if it's a constant short, then remove the cable. If the switch is bad remove the cable.
