I need to upgrade my rig – my 7700k struggles above 4.8 ghz and can't handle heavy apps without overheating. Over the years I've added more cores, so 4c/8t and 32gb RAM aren't enough anymore. While I hope I can extend its life until prices stabilize or I find a better used model, I'm planning to replace the CPU/Motherboard/RAID card. Given the lack of significant gains from K-series chips, should I upgrade to a 12900 + H670 setup (saving on the board for more cores/cache) or stick with the 12700k + Z690? DDR5 doesn't seem worth the trade-off right now.

I suggest concentrating on the main component count, you can save on the motherboard. For storage, I recommend a 4x16 configuration, which is convenient if you plan to upgrade to DDR5 later, and 16GB modules are more marketable.
