So they are not the exact same model. But since you tested them separately and that didn't change anything so it probably isn't an issue. It seems like you already did a lot of troubleshooting so I pretty much only know one more thing you could do. Since it seems like you have a lot of spare parts. You could build a PC out of those. It doesn't need to be in a case you could just build it on the motherboard box since its only for testing. If you do don't use any parts of your current PC (if that is possible). Boot the "spare parts PC" with a "new" drive with a clean windows install and test if you have the same issues. If your "spare parts PC" doesn't have any issues switch components one by one to see if any of the components will introduce the issues you have on your current PC.

I understand this might seem unrelated, but I've also faced problems where certain lighting setups and software trigger CPU cycles stuck in an unknown process. This leads to 20% idle time and frame drops. In the video, I noticed your CPU approaching 100% during Fortnite, and adding commands could cause frame timing issues.
Notice spikes when CPU reaches 100%. After that, the graph becomes smoother. It seems the CPU struggles to maintain FPS once it hits 100%, even though it should handle it. I’m curious if anything consuming CPU cycles—like RGB lights—might be the cause. Could be incorrect, but I see spikes during frame drops and don’t know which processes are using all cycles.
I don't rely on RGB lights and my CPU usage drops to 1-4% when idle. Fortnite is the only exception where it stays near 100% constantly. In other games, the CPU rarely hits that level but still causes minor stuttering. I suspect hardware issues since I replaced all parts without success. I've tested with different software and even reset Windows multiple times. I tried testing at my friend's place using just the computer, but the issue persists. It feels like something is seriously wrong.
