It works specifically for Linux setups, but GIMP is already included with Mint. I edited the splash logo on my Linux laptop using that version. The BMP file is likely stored in a place like /usr/plymouth/resources/.

It seems this approach is mainly applicable to older MBR-based setups. Learning how to implement it on a UEFI system would give you an advantage.

UEFI is secured. The first file is bootres.dll and the second resides on the motherboard. Modifying them isn't possible unless your motherboard supports custom images and they remain fixed.
