It's true you can adjust the frame rate limit, though the refresh rate remains unchanged by the game.

Dude, these are just some restrictions. If you need HDR you lose the refresh rate. That's typical. So far everything on your desktop is fine, others are okay too, so I guess you're not in trouble. Do you want to know what cable you're using?

The sole 10-bit adjustment for this game is enabling borderless in Display. I own the PG27UQ, which was the just-right choice for 10-bit HDR at 98Hz.

I play Skyrim SE at 50hz on my 4K screen, but the game still runs at 60hz. To make it match, I adjusted Windows to 50hz, opened the game (which forces 60hz), used alt-tab to switch to desktop, and then back into the game. That worked! You could try that approach.
