I changed the priority of a game from high to normal, and since then my CPU has been slow and jittery with all my activities. I’m curious about ways to fix this or need a clear explanation of what reprioritizing an app does.

The settings you choose are not saved once the application is closed. Changing the priority of an application affects how much CPU time it receives compared to other processes when it requests resources.

There was an issue with my CPU after I changed its priority, though I'm not sure what happened.

This situation is not likely to lead to lasting issues. Adjusting a process's priority from high to normal is uncommon and would rarely cause immediate problems. A restart should fix any issues that persist. If the problem continues after a reboot, it may be elsewhere.

Have you restarted the device? Was your system configured for energy saving or adjusted the processor power limits? How are your temperatures? What clock speed is your CPU operating at during workloads?

Restarting doesn’t alter anything. Setting the power plan to low power has no effect, and lowering the processor’s idle state doesn’t make a difference. Your temperatures are a bit higher now, near 45°C when idle, and your CPU consistently runs at 3600 MHz thanks to Intel’s Turbo boost feature. I’ve tried disabling it, but nothing changed either.

I checked to confirm if anything altered, but my system remains on the high performance plan. My hardware includes an i5-7500 processor, GTX 1070 graphics, MSI Z270 SLI, 16 GB Corsair Vengenance RAM, and a 1 TB Western Digital HDD.

Gather the HWInfo details. Determine if thermal throttling is occurring or not. Visit the site for more info. Look in your task manager to see if CPU, HDD, or GPU is heavily utilized by a process. Investigate why you changed the game priority and identify the specific game.
