You're experiencing strict NAT settings in your GTA V game. I've tried various configurations before, such as enabling port forwarding, UPnP, and allowing specific ports through Firewall Ports. Still, the NAT remains strict. Someone might have a better solution or tip for you.
In LTE the issue is NAT64-CGN instead of CGNAT. NAT64-CGN includes CGNAT features, but it still presents comparable challenges.

It's always smart to do some research before switching ISPs. I experienced a bad one myself... "DSL LITE" was one of the worst. It means you'd share the same IP address with many others, which makes gaming nearly impossible. I canceled the contract right away and am now considering another ISP. One that gives me the same IP address for months and lets me change it whenever I want.
It might work with IPv6. Have you tried it? I’ve met folks who use it fully and report no problems, though I usually disable IPv6 first. It could still be a viable option, but your ISP might not be reliable.
Its legal because IPv4 has literally been exhausted and CG-NAT is required. There is no way around it. A few gaming services being affected does not trump getting a customer outright getting internet in general. Situations like these does not mean an ISP is trash.
