You're seeing a discrepancy between your local network and the server's reported latency. To resolve this, check your router settings, ensure your PC is connected properly, and consider restarting your modem or contacting your internet service provider if the issue persists.

There isn't one central "internet server" you can control. Speedtest uses various servers for testing, and different games may connect to different ones. The game can't reach Speedtest's servers since they don't have the necessary software installed.

He hasn't referenced a game, so it seems he's referring to adjusting the Speedtest Server settings, which is clearly marked in blue on their site.

A platform such as speedtest.net features numerous servers spread across different locations. These help provide an approximate idea of your internet performance in that area. A speed test doesn't indicate the servers used by other applications like games. Even if a gaming server is near your location or within the same data center, its speed can vary due to higher traffic or greater system demand, both affecting latency. A game server usually handles more than just a simple response; processing time also plays a role in overall delay. If there are several servers available, the best approach is to select one closer to you or with fewer concurrent users.
