It's typically a browser-specific setting. For Edge/IE, no warning appears about where to save, whereas in Chrome it directs you to settings → advanced settings and then asks where to save files before downloading. Firefox follows the same pattern. Just remember to always ask for saving locations or enable auto-download to a specific folder.

I don't know any such programs, but there are free options available. This could help with downloading music as well. Hope this helps!
