Configure your setup to place everything on your storage drive. When you launch steamsetup.exe, select installation on your drive but instead of creating a "steam" folder, it generates multiple files in the directories without that folder.

On the steam window, tap in the upper left Steam > settings > downloads > steam library folders. From there you can choose the folder.
