I explored options to route traffic from your static IP to your home address. There seems to be no straightforward method for this. Regarding your question about Spectrum, they offer static IP services for home users, though details may vary.

IP to IP isn't related to DNS. You could easily do this using a VPN and a dedicated connection for your static IPs at home. I had a setup similar to yours, but it involved routing a static /56 IPv6 allocation via 6to4 tunnels through an IPsec tunnel over a v4 network.
