To view HWInfo64, you need to open the sensors only to see the metrics. It displays a table with CPU usage, temperatures, and other details. The resolution information isn't shown there. This issue likely stems from a CPU or software bottleneck—check if your drivers and BIOS are up to date. Also, confirm whether your chipset drivers are installed and at the correct speed. You can verify this in the BIOS settings.
Do you have alternative CPU or GPU options available? It seems unlikely the issue is a CPU bottleneck, as that CPU (4070 Ti) performs well even in demanding games. Disabling XMP and setting the speed manually to 3200 might help. Was the CPU consistently running at full capacity throughout the game? There should have been instructions in the manual about installing your chipset drivers on the motherboard or a CD with them, possibly also online or via USB if it's a top-tier board.
Your old GPU was a 2080 Ti while you now have a 4070 Ti. The CPU was stuck at 100% in games all the time, so I tried disabling it but it didn’t help—putting in a 1080 also failed. It gave the same low FPS and didn’t work properly. I also moved the 4070 Ti to another device and it functioned correctly. I’m planning to try disabling XMP next.
