It seems Witcher 3 performs better in Borderless compared to fullscreen, with fewer frame drops and less minor stutter. GTAV behaves differently in Borderless—runs smoothly there but struggles in fullscreen. This might just be a difference between the games. I’m planning to get Freesync soon so I can play only in fullscreen.

It relates to the CPU task priority. You can change it using the task manager.

It seems you're not sure about the method. Setting priority through the task manager usually works well for most users. Since you're using fullscreen mode, I can't explain everything directly.
