From the subject line it seems you're experiencing issues with the catalyst control center. After upgrading Windows 7 to 8.1 Pro, problems began—pressing to open triggered a circular error with no response. You're currently using R9 280x with the latest driver.

I'm not recommending updating Windows right now. A fresh installation might be better.

I don’t own a CD for Win8, just a version for Win7, and I only got the upgrade key.

No one mentioned a CD. I wasn't referring to music, but rather about reinstalling Windows. The person I'm speaking with is the installer you used.
