Yes, 1080p on YouTube works well; it's mainly a hardware issue.

Writing this on a N3060 device. On YouTube it’s tricky. With a media player it works only if the codec matches the GPU’s decoder. Skip H265—it doesn’t run smoothly on that hardware. VP9 isn’t accelerated by the GPU either. Turning on H264 and lowering to 60fps leaves you stuck at 720p. It’s unlikely you’ll get a solid 1080p stream with this CPU and integrated graphics.

It might , but if theres any opportunity to get something better I think you should opt for it
