Causes display to enter infinite loop on screen.
About two weeks ago I assisted my friend in setting up his PC. We assembled it at my home and before he departed, demonstrated the GPU installation. The system functioned properly after testing, then we packed it up for transport. I suspect the memory or card might have been affected during shipping. Upon his return, he installed the card and faced monitor bootlooping issues. Performance was extremely poor—only showing 420MHz. The next day we tested all components, checked cables, used different monitors and cables, and even tried an older card. It worked flawlessly. I advised him to send in a new card yesterday. He received a brand new 3070 the following day. He installed it carefully, ensuring proper setup. Now I’m considering other factors at play, but I’m struggling to figure out what went wrong.

If it doesn't resolve the issue, consider adjusting the PCIe to Gen3 speeds rather than Gen4, as the 30 series supports that configuration.
