CL 20 remains acceptable with DDR4 4000. It becomes problematic with DDR4 2133.

Case 18 at 3600 is average, case 20 runs a bit slower. Adjust timings manually and check performance against your goals.

If it's a mistake by the shop, should return it. The performance difference is not huge though.
