Hey, I just upgraded to an MSI RX 480 and noticed it throttling below 80c with a 90c temperature goal. I overclocked to 1380 MHz using wattman and got a stable clock. After adjusting the fan speeds in speedfan, it throttles down to 1200 MHz but still fluctuates and sometimes hits 1380MHz. The same issue occurs with the factory clock.

I think you need to increase both the voltage and cooling, since they'll slow down because of lack of power.
