Can't start Windows, seeing a black screen with static.
I got my new computer last week, brand new. It has an i9 - 14900k processor and a RTX 4090 graphics card. When I first connected it, the splash screen never appeared; instead, a black screen with static showed for a few seconds. Now the PC won’t boot at all, just displaying the same black screen with static. I’ve tried several fixes: resetting the CMOS by pressing a button on the motherboard and removing the battery, changing the power cable and outlet to another circuit, removing all cables except the monitor cable, using HDMI instead of DisplayPort, connecting only one monitor, trying to wait 30 seconds or 10 minutes after disconnecting the power cord, and even pulling out a RAM stick to see if it helped. Still, the same issue persists when I try to boot. The motherboard light is green on "Boot."
Remove the graphics card from the system and attempt to boot with integrated graphics. What model motherboard is it? Does it display any diagnostic lights or a port for 80?

The board features Q-LED diagnostic indicators in the upper right area.
CPU is red, DRAM is yellow, VGA is white, BOOT is green.
Components that pass the POST process will turn off their LEDs.
Any remaining lights may indicate a potential problem.
So POST has passed. Your pc is waiting for boot into OS.
Try switching inputs on monitor with buttons on monitor.
If those do not work, then I suspect your monitor has failed.
Try with a different monitor.
