I think the list has major issues and isn't well supported by testing. For example, with just a bit of airflow, the tomahawk can reach a 3900x (1.3v max clock speed). It's really tough to push it to a 3950x and it's not advised.

The specifications indicate a B450 Tomahawk Max with Tier C 125A power draw. It operates efficiently with minimal airflow, reaching up to 2700X current at 1.25V under ambient cooling (P95). With added airflow, performance improves to around 1.3V.

Airflow mainly comes from a case with a few fans, while the list groups the gigabyte gaiming 7, msi M7, x570 TUF Plus Prime Pro, and Strix-F together, even though those ASUS boards offer significantly better VRMs.
