Just fixed everything I did take out the unused hd6450 gpu from my earlier build because of overheating and now the pictures are back up instantly with better clarity...short summary Chad bios was showing correct values, cpu-z confirmed it's running 1206.2mhz in dram.

It seems you're referring to a value of 2412.4, which is close to 2400. Let me know if you'd like further clarification.
