I tried to connect with a friend on Steam, but it showed an error. I’ve spent over 20 euros on in-game items and games, and my Steam wallet is empty after buying five Operation Phoenix cases recently. The message says my account doesn’t meet the requirements. I’m confused—this isn’t the right place to post.

You bought the games recently, around 30 days ago or so. Steam Guard is also available in the top right of the Steam app—click it, then Settings, and check if the security status is green. If you only got the game recently, you should wait for Steam Guard to confirm before using its features.

They are applied, but users should still be able to join if they aren’t subject to the same limits.

Security Status: Safeguarded by Steam Guard since May 5, 2013. "VAC Status: Currently in good condition." I don’t recall the purchase date, but I’ve bought these titles over time: here’s a screenshot.
