Remove any programs that could be using those files, then attempt again—you shouldn’t be deleting your program folders. Instead, use the uninstaller to prevent leftover files and errors. Have you checked the Task Manager to see which apps are running?

Halt immediately. Avoid simply removing files from folders. Shift your cursor to the bottom left of the screen, when the window icon appears, right-click and select "Programs and Features" at the top. Locate your application there and tap uninstall, then adhere to the on-screen guidance, typically labeled Uninstall.
