My machine immediately displays the Windows boot logo for Win10 after POSTing. Even before it fully powers up, I keep pressing Del and F2, but it never reaches the BIOS menu. I'm trying to manually adjust my FX-6300 to 4.5GHz using an MSI 760GMA-P34(FX) board.

Have you attempted to reset CMOS and then try entering BIOS?
You can follow these steps:
https://www.lifewire.com/how-to-clear-cmos-2624545
If you manage to access the system, adjust the BIOS settings as follows:
* Change SATA mode to AHCI
* Disable Boot mode (CSM), UEFI, or legacy depending on your BIOS version

I attempted that technique, but the advanced settings didn't address the UEFI configurations. I also experimented with another method, pressing shift+shutdown and maintaining F2 during boot, which also failed.
