Can you try running Call of Duty 4 at 60 frames per second on your laptop?
Can I play Call of Duty 4 on this low-end laptop without any lag and maintain 60+ fps?

will not
get 60fps but lowering them it will be fine i can basically guarantee this as my old desktop PC ran it without problems and that was worse than your laptop. Also here's a video i found; basically same laptop but they have less RAM and they're
playing skyrim on it

What settings should i play it on, medium?
I can't recommend a specific setting. What i do recommend is you start on the highest settings and see how it performs, lowering the settings until you find your sweet spot between performance and graphical fidelity (If thats even a thing for a game that old). Or just Auto-detect and let it pick the best settings based on your hardware; which is not always accurate.
